Sean is a Data and Research Associate at gui2de, where he supports the implementation and analysis of the Supporting Teacher Achievement in Rwandan Schools (STARS) adaptive scale-up project. In this role, he works closely with Andrew Zeitlin and other Principal Investigators to evaluate the impact of the program’s incentives on the performance of Rwandan primary school teachers and their contributions to improving student learning outcomes, which leverages the combined use of administrative and field-collected data.
Prior to joining gui2de, Sean spent three years working at the World Bank’s Indonesia Country Office, contributing to research and impact evaluation projects focused on topics such as gender, poverty, social protection, and the digital economy.
Sean holds a Masters in Data Science for Public Policy from McCourt (earned in 2024), and holds a BA in Economics from the University of Indonesia.
